CLARITY Act Heads to Crucial Senate Vote: Crypto's Biggest Week Yet

The CLARITY Act is set for a pivotal Senate vote on Tuesday, September 15, in what industry watchers are calling crypto's biggest week of the year. According to Politico, Minority Leader Chuck Schumer convened a Sunday meeting with Democratic senators to coordinate their position ahead of the cloture vote. While Polymarket currently puts the odds of CLARITY becoming law in 2026 at just 24%, expectations are higher for the procedural vote itself, which would advance the bill into the amendment and debate phase where the most contentious issues will finally be negotiated.

Since the first draft was released in May 2025, the bill has doubled in size to more than 635 pages. A new version released over the weekend adds 14 pages of text directing the SEC and CFTC to determine whether operators of non-decentralized finance trading protocols must comply with securities, commodities, and anti-money laundering requirements. White House crypto advisor Patrick Witt posted on the weekend that it was a "bad day to be a Clarity Act doomer," signaling renewed momentum after President Donald Trump reportedly met with advisors late last week to weigh further curbs on his multi-billion-dollar crypto empire. The updated draft also includes new, White House-blessed government ethics language covering federal officials' engagements with digital assets.

Senator Cynthia Lummis confirmed that the White House has agreed to a "meaningful" role for state attorneys general in enforcing the ethics provisions, a key Democratic demand rooted in their distrust of the Department of Justice to prosecute the President. The remaining flashpoints include ethics provisions for elected officials, stablecoin yield rules, and protections for decentralized developers. Meanwhile, separate AI swarm fears are prompting a broader slowdown in artificial intelligence development, with some analysts predicting significant declines in AI-linked stock prices.

Altcoin Daily framed the convergence of the CLARITY vote, the Federal Reserve's upcoming interest rate decision, and other regulatory tailwinds as potentially "crypto's biggest week ever." NewsMax's Carl Higbie went further, predicting that banks would shift trillions into the crypto market overnight and that "thousands of people, maybe even you, if you hold a little bit of it, would become millionaires overnight" if the bill passes.
