EBA Designates Circle's USDC as 'Significant' Under MiCA Framework

The European Banking Authority (EBA) has officially classified Circle's USDC stablecoin as a "significant e-money token" under the European Union's Markets in Crypto Assets (MiCA) regulatory framework. The designation places USDC among only 45 other projects granted this status and means the second-largest stablecoin by market capitalization will be jointly supervised by the EBA and France's Autorité de Contrôle Prudentiel et de Résolution (ACPR).

With a market cap of approximately $73 billion, USDC trails only Tether's USDt at $184 billion. The classification arrives as EU-based token issuers increasingly push for regulated US dollar-pegged options within the region. "For European corporates to make cross-border payments globally, offering only a euro stablecoin isn't enough," AllUnity CEO Alexander Höptner told Cointelegraph. Stable Mint CEO James Bennett added that while regulators cannot "wish away" dollar stablecoins, they can enforce safeguards and rules for issuers operating in the EU market.

The regulatory shift reflects growing institutional acceptance of dollar-denominated stablecoins in Europe, even as the European Central Bank continues to explore a potential digital euro launch targeted for 2029 following legislative review and a pilot program. The EBA's oversight of USDC signals tighter compliance requirements for stablecoin issuers seeking to serve the bloc's financial ecosystem.

The move comes alongside parallel licensing developments in the European stablecoin sector, including Qivalis winning a Dutch e-money license for a euro-pegged stablecoin earlier in October. As regulators and issuers converge on frameworks for both dollar and euro stablecoins, the EU is positioning itself as a structured jurisdiction for digital asset oversight under MiCA.
