Ex-CFTC Chief Summer Mersinger to Exit Blockchain Association After CLARITY Act Setback

Summer Mersinger, former Commissioner of the US Commodity Futures Trading Commission (CFTC), will step down as CEO of the Blockchain Association on October 16, 2026, following the failure of the Digital Asset Market Clarity Act in the Senate. The Blockchain Association announced Friday that Kristin Smith, the organization's former CEO and current president of the Solana Policy Institute, will return as interim CEO to fill the vacancy.

Mersinger joined the Blockchain Association in June 2025 after resigning from the CFTC three years before her second term was set to expire. In her statement on the departure, she cited her belief that the crypto industry "deserved clear rules of the road and a credible, unified voice making the case for them in Washington." The organization highlighted her role in advancing the Guiding and Establishing National Innovation for US Stablecoins (GENIUS) Act and supporting regulatory clarity at both the SEC and CFTC.

Notably absent from the announcement was any mention of the Digital Asset Market Clarity Act, a cornerstone legislative priority for the Blockchain Association. The bill failed to secure enough votes in a Senate cloture motion earlier this month, with insufficient support from both Democrats and Republicans. Industry observers widely expect the legislation to remain stalled until at least 2027, leaving key questions about the jurisdictional boundary between the SEC and CFTC over digital assets unresolved.

The Blockchain Association has not disclosed Mersinger's plans for 2027, and the group's response to inquiries remains pending. The leadership transition comes at a sensitive moment for US crypto policy, with stablecoin frameworks, prediction market oversight, and token classification still subject to competing regulatory visions in Washington.
