FinCEN Links $13B in Crypto Scams to Southeast Asian Crime Syndicates
The US Department of the Treasury's Financial Crimes Enforcement Network (FinCEN) has identified approximately $13 billion in crypto transactions tied to overseas scam operations, according to a report released Thursday. The analysis, which reviewed more than 33,000 suspicious activity reports filed between September 2023 and December 2025, flagged roughly $12.7 billion in digital asset transfers "perpetrated by overseas scam centers" targeting American victims.
FinCEN attributed the bulk of the fraud to "transnational criminal organizations" operating out of compounds in Southeast Asia. The schemes commonly took the form of pig butchering scams, romance fraud, and "cryptocurrency confidence schemes," in which victims are lured into investing in digital assets with promises of outsized returns. "Digital asset investment scams pose one of the most significant fraud threats facing Americans today," said Gene Lange, performing the duties of Under Secretary for Terrorism and Financial Intelligence.
Lawmakers in the affected regions have begun responding. Myanmar's Parliament approved legislation in July that could impose life sentences on operators who used violence, torture, or unlawful detention to force workers into running the scam operations. Cambodia proposed a similar measure in April, with prison time included for those convicted of facilitating the fraud networks. The coordinated legislative push signals growing international pressure on the compounds that have become hubs for large-scale crypto fraud.
The FinCEN findings underscore how transnational fraud infrastructure continues to exploit digital assets, and how regulators across multiple jurisdictions are now aligning their enforcement efforts. With billions in reported losses tied to a relatively small number of organized crime networks, the report adds weight to ongoing US debates around digital asset oversight, including the still-evolving CLARITY Act.
